Міністерство внутрішніх справ пропонує уточнити перелік предметів, які заборонено мати організаторам і учасникам мирних зборів.
Це одна зі змін до законопроекту про мирні збори, підготовлених міністерством, розповів заступник голови МВС Віктор Ратушняк, пише "Комерсант-Україна".
"Це зброя, колючо-ріжучі предмети і предмети, які можуть бути використані для тілесних ушкоджень, боєприпаси, піротехнічні вироби, вибухові, легкозаймисті та ядучі речовини", - уточнив він.
Учасникам мітингів також пропонується заборонити приховувати обличчя масками, шарфами, пов'язками чи капюшонами.
"Коли народних депутатів закидали сніжками (2 квітня, після акції за вибори в Києві), виникли складнощі з розслідуванням, бо у порушників були закриті обличчя", - пояснив заступник міністра.
За його словами, МВС ініціює розробку відповідних змін до Кримінального кодексу і Кодексу про адміністративні правопорушення, щоб відповідальність за порушення порядку під час акцій несли не тільки хулігани, але й організатори мітингів.
Крім того, як відомо, передбачається обов'язкове повідомлення органів влади про проведення мітингу за 48 годин до його початку та присутність на акції співробітників міліції. Ратушняк вважає термін у 48 годин "оптимальним".
"Якщо буде подано дві однакові заявки на проведення акцій в одному місці від двох протиборчих організацій, міліція повинна мати час на підготовку, місцева влада – на те, щоб звернутися до суду з проханням заборонити конфліктні заходи, а суд – на ухвалення рішення", - сказав він.
Однак у комітеті ВР із питань прав людини, національних меншин і міжнаціональних відносин не всі підтримали ініціативу МВС із приводу відповідальності для організаторів і учасників акцій.
"Так, у законі можна уточнити перелік небезпечних предметів, але заборону на маски вводити не варто. Як і кримінальну відповідальність для учасників або організаторів мітингу. А то це буде закон, спрямований проти свободи мирних зібрань", - заявив голвоа комітету Валерій Пацкан (УДАР).
За його словами, уже восени законопроект буде внесений до сесійної зали.
